Are there any cool, free and legal graphic design programs to download?

I’m looking for a program where I can do cool effects and stuff easily, like the kind of things u’d see in youth magazines where rays leave a central point or where you’ve got random cool borders. I’ve got gimp but it seems limited. Apparently photoshop is the only one but that’s way too expensive for me. Can anyone help?
