Best/Easiest web designing tool?

I want to develop website for my business (sells top end computer hardware) and would like to design a website for it. I have limited HTML exprience but I’m a quick learner. What would be the best/easiest web design package out there for me?
Someone suggested Dreamweaver, is it good/easy to use?
i would say dream weaver too and also photoshop cs2 or cs3. use photoshop for the design and then transfer it to dreamweaver.
go to this link below they will gave u an example of how to slice and transfer you design when u are done with it in photoshop. hope that helps
