Custom Business Cards for our student to choose and order?

I am a teacher at a trade school. I am trying to create a solution for our students to get business cards for themselve while also getting our name out.
Here is what I need –
-For me to create templates for our students to choose from with our website on it.
-A created website for them to go to or log in to so they can choose and enter their info on the cards.
-To be able to have them order them direct with the print shop so there is no maintainance on our side.
-A low minimum order
Vistaprint has exactly this EXCEPT for the low minimum order (100 or more a month).
Does anyone know of another company that does this?
i’am sorry but most card company only provide minimum100

I think you can find some free sites that give you a little samples and you can print the card by yourself, some one like this:
