Fireworks can do vector graphics much better than photoshop. If I have photos or images that need work I would use photoshop but to mock-up a page and slice it I would use fireworks.
Plus with fireworks I can assign behaviors to objects like nav bars and hot spots easily so I can get a feel of how the whole page will act before building it in HTML and CSS
I would say photoshop is pretty standard for this kind of task.
You could used Dreamweaver for putting the site together – but Photoshop for graphic rendering.
Photoshop is good for image slicing, but web design? Oh no, it doesn’t do that at all.
Dreamweaver is widely used, as is my personal favourite – Notepad.
