How old do you have to be to setup a paid web design service?

My young friend (I’m not telling you his age but it is 13-17) wants to set up an e-commerce web design service. I’m not quite sure wether or not their is an age limit to have online e-commerce. Does anybody know how old you have to be? Daviga404 =D
