I have a 6 CDs with 17000 web templates in HTML, PSD and Flash – how do I preview and manage them?

I take graphic design programs but I can’t afford the programs, is there anywhere I can find them for free..?

I need the programs illustrator, QuarkXpress and Photoshop but they are too expensive is there any where on the internet where I can DL it for free or purchase it cheap with still great quality?
