What is the best way to learn web design?

I know HTML but still not too familiar with CSS. I know how to make old-fashioned websites that use mostly tables with little CSS, but I DESPERATELY want to make Web 2.0 sites.. you know, sites that look modern just like this Yahoo! site and maybe also with some Flash here and there….

Could you please give me some advice on how to start to learn?
I’ve browsed books about web design but so far nothing good for me.. most of them are either too basic or too advanced.

FYI, I know Photoshop because I have a graphic design background, but I’m more familiar with print. I also have Dreamweaver but I’m not really good at it.

    If you arent strong in CS3/4 try tv.adobe.com they have great video tutorials I am currently working on my BS in GD I go there all the time for quick reminders or to check out new videos. I also check out 3Dbuzz.com these are great resources.
