I originally wanted to major in web design because i like the creative aspect of it, but what is the difference between the two?
Also, what should I major in if I want to design and code (html, css, PHP) sites?

Web design is the look and feel of a website. Its all graphical design

IT is pretty much anything that has to do with computers, systems, networks.

You would want web design if you want to design sites. Information technology has to do with computers, networks, and many other things. Not creative or design at all. The web design is what will help you learn the concepts of design.
