Where to find images that can be used in web templates with unlimited number of users?

I am creating web templates and want to make them public however, the images I am using do not allow unlimited reproduction/use. I found a small public image library but the choice is quite limited there. What are my options? Is there an image library with a true unlimited use per image? I also don’t mind paying for it.
It depends on what sort of images you want and/or are willing to use. There is a good deal of free and royalty-free clipart out there. If you want real images/photos, these are a little harder to find exactly what you need, but there are some to be had. In a pinch, or just to be original, you can make your own with a digital camera and photo editting software.

P.S. Sagar rai is not correct that simply modifying a copyrighted work frees you to use it as you wish.
